Basically... In a nutshell.... you need to read all the pages to get an understanding of the settlement terms.... There has to be some value / benefit for both sides... In order for VW to offer cash.... The returned vehicle needs to be in good enough condition so that VW can recondition it for resale (if they choose to). Similar to the "Lemon Law".... Turning in a drivable carcass does not meet the terms of the agreement.... So basically that guy messed up big time by pulling that stunt..

I am really surprised that those top executives had not slipped away quietly under the cover of darkness & returned to the father land by U-boat. The electric grid in the US is not very robust as it is, especially during the hot summer months when all of the AC's start kicking in... Imaging the additional electric load that will burden the grid as more and more plug-in EV's are introduced in the coming years...
A coworker of mine bought a Nissan Leaf. He would tell anyone who would listen that he drove a zero emissions vehicle. Every time I heard that I reminded him that his clean electricity came from a coal burning power plant. Yep your car is clean, but the folks near the power plant get to breath your emissions.
