My A/C fan does not always come on - or comes on after I have been driving for a short while. Any ideas? My mechanic said that the blower motor was wearing out. Do you agree?

    ^ this

Sounds like you only have "high" speed on your fan. Replacing the resistor fixes this.

The blower motor is what propels the air in the cabin, and the cooling fan is under the bonnet, which of the two are you having issues with?

If it's the cooling fan, I second Dave's answer of the Dorman repair kit, but if it's the blower motor; you get to play underneath the dash for hours..

Do you have auto temp control?
When set to auto, the heat/ac can be delayed till the car has warmed up and the system is ready...prevents the system from just moving around ambient air...once the car is warmed up (on heat mode, or the ac system is ready to cool), the fan kicks into high speed...
If the fan is set to non-auto mode....you have seen the fan speed over rideing the auto system...then the fan should turn on as requested...
Anything else means the fan is likely worn...might have a dead-spot in the windings or be binding/rubbing....try a fingerful of lube by reaching up behind the dash after removing the filter....
