Engine Drivetrain 1st Gen Cooper S Cooling/PS fan issue

i think my mini is suffering from the dreaded Cooling/PS fan issue...the radiator fan is brand new...the circuit is still good...but the fan wont kick over at 222deg for the Stage 1 cooling...this seemed to have start after i added a brand new PS fan...so i suspect that the fan i installed is one designed to have its own circuit...my Cooper S is a Aug 03 build...i know a TSB was posted in 02-03 that details the fix...i think its M320104

do anyone have that TSB or know where i can pull the fix action instructions?

and i know its not the fuses or the relays as ive swapped them all out and did tests on the circuit and its getting power plus when i turn my AC on low the low speed fan will kick on so i know its still good
