I'm gonna say that it's a generator of some sort to augment the electric motors and battery bank. Maybe CNG or hydrogen?
I don't think he's driving it this year. A turbo inherently quiets exhausts down (a little), so if you have two similar unmuffled cars, one with a turbo, one without, the turbo car will be quieter.
Yup - Turbos also in some cases produce a rather flat / blah exhaust note..but depends on your taste.. and the acoustic tuning done with the exhaust.

I still dont get it? What is that thing? Am I the only one who still doesnt know what that is? Will someone please tell me. Im starting to think it is a filter for the flux capaictor
