Hmmm...kind of a iffy definition from your source, it's not exactly just bad-tempered or cranky.
More of "pouty", PO'd because one didn't get one's way, so that gets exhibited as bad-tempered, cranky behavior.
Needs to have that element of a childish reaction to being stymied in some way.
Merriam-Webster says "having or showing the attitude of people who become angry and annoyed when they do not get what they want"; that's more like it!
