If you switch to a 2011 bumper, yes. Highly doubt the contours are identical enough to allow you to just put the lip on. You could buy a 2007 lip and a 2011 and go to town with a plastic welder if you wanted to mold the two together.
I'm thinking the same thing, but you never know. Maybe somebody who runs a bodyshop, like Orangecrush, will get 2011 in with some front end damage and can make a quick comparison.
