Don't think so. I recently saw video where one of the manufacturers (think it was Ferrari) was talking about how important the fuel partners are now and how closely they're working with theirs to help develop a formula with as many BTUs (or whatever measure they use) as possible within imposed constraints. I don't know the constraints imposed on the fuel formula but I got the sense they have enough wiggle room to feel like it can make a real difference.
That's exactly what he is saying (in this article). Of course you can be sure RB have been hoping for that lucky advantage themselves and I assume looking for it as well, maybe only did what they did on Ricciardo's car because they didn't get it.

F1 has parameters for the fuel, but each team is free to work within those walls to come up with a fuel that suits their engine.

Given that Hammy only used 80-some per cent of his fuel, makes me wonder if Mercedes is sandbagging on the power a bit, like maybe they haven't turned the wick all the way up yet?
Great drives again by some of the noobs, I think this year will still hold some surprises.....
The Hulk again shows he's fast and strong, and the Force India is easier on it's tires than pretty much anything else on track.
Kobayshi and Kimi was fun to watch!
Looks like Riccardo DID get the Mark Webber treatment this weekend.....
I don't know what you all are carping about on the sound - no they don't sound like they used to - so what? They're still racing and there's still plenty of action and it's still F1. I'm already used to it......
Is LeMans not exciting because the diesel Audi's were as quiet as church?
You all are focusing on the wrong things, it's not about the cars sounding like angry kittens.......-

You could have even picked that up from within this thread (hint - if you haven't seen that video yet, jump to 5:15).
I think it's interesting Brundle and others are referencing someone as having broken this news just last week and they're only catching up now when it was actually out 3 weeks ago.-

Ferrari: Stefano Domenicali quits as boss of F1 team
Stefano Domenicali has resigned as the team principal of Ferrari with immediate effect.
The Italian team have struggled this season, failing to register a podium finish in the opening three races.
Domenicali, 48, who will be replaced by Marco Mattiacci, had been in charge since replacing Jean Todt in 2008.
There are particular moments in all of our professional lives where you need the courage to take difficult and very painful decisions," said Domenicali.
"It's time to make an important change. As boss, I take the responsibility - as I always have - for the situation we are going through."
Ferrari have not won the world title since Kimi Raikkonen's success in 2007.
Domenicali, who had been with the Italian team for 23 years in various roles, added: "This decision has been taken with the aim of doing something to shake things up."
Fernando Alonso has claimed two fourth places and a ninth in his three races for Ferrari so far this season, while team-mate Raikkonen has come seventh, 12th and 10th.
Alonso revealed his concerns at Ferrari's lack of competitiveness following the last race in Bahrain, and the team's predicament was not helped when issues with their car meant that they had to abandon testing at the same track early.
"I thank Stefano Domenicali, not only for his constant dedication and effort, but also for the great sense of responsibility he has shown, even today, in always putting the interests of Ferrari above all else," said Ferrari president Luca Di Montezemolo.
Mattiacci, who is the current president of Ferrari North America, will take over for the next F1 race, which is the Chinese Grand Prix on 20 April.
LDM gives Domenicali the stare of death...

Rumors this am that not only will Honda be back as an engine supplier, but that BMW wants back in as an engine only - not a full team - supplier, and that Ford IS resurrecting the stillborn Cosworth V-6, under the Ecoboost label......
2015 should be an interesting year, to say the least!-

I thought the race was OK. As long as you weren't wanting to see a fight for the lead. Some decent racing back in the pack. Hamilton did a Vettel to the field. Part of what made this race somewhat boring was the cracker of a race that took place in Bahrain. Sure do wish all the races could be like that one.

All the FIA did with all the rule changes is swap dominating teams. Red Bull and Vettel are out and Merc and Hammy are in.
The smugness Minidave mentioned is what irritates me about Hammy. He forgets HE is now in the best car with the best engine.-

"IGN (ignition) rotary switch: Controls ignition timing."
What? Like the advance/retard lever on a 1930s car/bike?
"MFRS (multi-function rotary switch): This allows the driver and engineers to control a variety of systems that don’t require a dedicated buttons. They include .... cruise control (CC, disabled for qualifying and the race)...."
CRUISE CONTROL? Ideal for those long straights at some tracks?-

I still don't care for the way they sound. I have to keep reminding myself that they are formula 1 cars. I also won't be buying tickets to Austin. The sooner they drop the Green crap and the turbos the happier I will be.
The thing I am enjoying the most this year is Vettel keeps having one difficulty after another. It serves RB and Vettel right for how they treated Mark Weber the last couple of years!-
