Pay to Play and Pay for Winning. I see no problem since they all make money by the boatloads. Mercedes can not cry poor for winning $102 million and paying 5 Mil to try an do it again. Hell that a better return on investment than any stock.
True, it's a much bigger issue for the teams at the other end of the grid who might win little to nothing one season and still have to pay a $1M fee (I think) just to enter the next. I think it's interesting, esp. the way they need to pay per point won. I never would have thought of that.
Now the F1 has the pay by point system I would bet other racing orgs do it soon. NHRA, NASCAR, INDY..... Pay to play keeps the riff raff out.

They're metaphorical tokens, not literal. It basically means that each part of the engine is worth a different amount to develop. The bigger the change to one element, the less you can do to a different element. You can make a bunch of small changes, or a couple big ones. Some parts are frozen for development, and each year more of the engine becomes frozen until the last year for the engine before we get another rules change. So the question for the teams is what do you want to work on this year? The intention is to keep costs down. How else would you regulate engine development?

A few predicted in the last day or so that Haas was the mystery potential last-minute buyer of Marussia -- apparently not so -- but Haas buying the Marussia factory has been considered likely for some time. Haas Formula 1 squad buys Marussia factory but not the team (autosport.com)
There are plenty of sites posting pics of "the new VJM08" (the 2015 Force India chassis) but other than a dummy mock-up (fake?) of the new nose design I think it's just the new livery on the 2014 car. Don't think we'll see the real VJM08 until they take it to Barcelona for its first test outing.
