It's an option when setting up the forums, well it could be switched on or off at any time to show the date and for those created in the past 24 hours, the time. So sites leave it off, others leave it on. The default is off. Some site owners think it adds clutter and want a more clean design.
There is a whole school of thought between each option and if it helps or hurts a site. My own thought is that it good to know when a thread was started.

Use of other than the infinitive is rare. Lowercase spelling also occurs, less commonly. -
