So I finally had a few minutes and drove it over to Classic Mini to ask about this. Turns out the car is still covered under the full Boot to Bonnet maintenance program, even though we are technically the 2nd owner. (Yay!) They also found an open recall for rear side impact or some such, which they are fixing now. So all in all, a good trip.

The reason I said call MINI is I found one article saying BMW was changing the program. Since this may be true or it may be click bait I figure a phone call by the OP to MINI is in order.

I believe it's based on the car mileage / age and not based on the original owner.... So you should be good...

I'd call MINI and ask. 866-ASK-MINI
I've read that it is only transferable when selling the car to a family member. While I hope I am wrong, it would be best to call MINI and verify. -
