Dremel tool with the brass brush attachment will clean light rust well. I used a cylindrical-shaped sanding attachment to clean the gunk off my hubs, too.

Angle grinder with a couple different wire brush attachments should git er done......
Scotch pads with a good rust penetrant work well too, spray and let soak, then go after them - then final clean with brake cleaner. -

Once you get around to painting the hub, might be cool if you could find matching yellow paint to get alittle color down there.. or maybe not!!!

The black wheel and tire can get lost with each other, so I thought some yellow around the edge of the hub (which will show through the four slots) and the calipers. This might get a little definition back there. Makes me feel better that you liked the idea too.

Just squirt some Frenches mustard in there. Perfect color & at the dragon you can stick your dog in there for proper condiment dosing.
