Honestly it sounds ISP or router based to me, some kind of odd locked bit.
You said that unplugging the router overnight helped? If you have a cable modem that would have been long enough for the ISP to have assigned a new IP address to the router, so if for some reason your PC had been flagged by MA as being a spam server, then it would clear that flag until you did whatever it was that sent the flag again - in this case accessing PMs
Run your anti-virus (I recommend MalwareBytes) just in case.
If the admins say that isn’t the case, then it could be a fault in your router, that turning it off overnight also clears, until it gets some kind of code run through it that sets off a bad bit, such as sending a PM through this forum. I’d be willing to bet that another forum running a similar back end would also send the signal that flips the bad switch. In this case a new router would be a good idea. I would also try plugging the PC directly into the router over Ethernet and see if the problem is restricted to your WiFi. If you have a separate Wifi router to your cable modem, try plugging directly into the modem.
If it’s the ISP, then the problem is similar and it thinks you’re a spam server, and they’re doing something that would prevent its spread. Not sure what the solution would be there, since that would be a flag at their relays. Run your anti virus and wait.
The PM in question - it wasn’t that thing about the free ODB reader, was it?

It’s COX isp, they suck.
I have Verizon Fios fiber and now have gigabit service, 980 mb up and down. Who boo.
I would move back to Hawaii. -

I think we have ironed it out to the ISP/Router. He has the same issue on both his PC and Phone when connected to the network (LAN or Wifi). As soon as he gets off the network and uses his cellular works. He is going to call COX. I went on their forums and it appears they have had a number of issues with 403.. but not this specific code.
When I search the internet, that code looked like it was a browser issue (Chrome) but he has tried multiple browsers.. and the steps we found.
Fingers crossed, when he calls COX he gets a good tech support.. I'm still also researching, but I have not found anything. :fingerscrossed: -

As it was yesterday, I was having the error issue when trying to post on the board, that seems to clear up, but while replying to our pms I'd have to go back, refresh, resubmit and then it would go through. -
As of now, things seem to be ok. I still cross fingers when I hit reply.
