I have dust from track brakes that bonded to the surface of the wheel, hard as concrete. Sonax is the only stuff that loosens it up, but it's a slow process and a lot of scrubbing. If you use track brakes, don't let that stuff get wet and harden for long before you clean it off. Eventually I'll have to have them refinished. Learned that lesson the hard way...

Another trick to help keep your wheels clean is skip wheel/ rim wax products and use RainX on your rims. I put it on the outside and inside barrels real thick and do do not buff it out like a window. ( I do wipedown the fronts) This a great way to stop brake dust from sticking to your wheels esp when they get wet when they are dirty. Also you will use ALOT less wheel cleaner when you do clean your wheels and it is much faster as everything lifts right off with very little if any scrubbing.
Oh and RainX is also great on glass shower doors and Tile too...so my wife says. -

It's has kind of a "Cool Whip" consistency with an almond / yellowish color.... or maybe like old latex paint that's starting to congeal a little.... -
