Sound like maybe you might be washing your car with a pressure washer and the pressure is forcing the water under the clear-coat / paint????

I was spraying off the dirt and grim with a pressure washer at the local quarter spray place... didn't have time to get to my normal car wash place that does a great job.

Ouch.....
I have actually cut myself by grabbing the end of those pressure sprayers at the "Do It Yourself" quarter car washers. The water pressure sliced right through my skin. Not a good thing to have happen.
I see cars that have big chunks of paint missing just from those washers, there is a lot of force that can get the water up under the paint. -
I can feel the actual chip from a rock, so I am sure it would have pealed or messed up sooner or later... I will look more into Dr color chip stuff....

Richard "Octane Guy" or Mark "Lotsie" have an awful lot of knowledge on paints, they might be able to chime in. Somehow you need to remove the bubble or seal the hole, if not it will continue to spread. Especially in the winter when water gets under the clear and freezes, it will expand making the bubble grow.
Unfortunately the best solution might be a trip to a body / paint shop, if you are really picky about the way your MINI looks. -

A tear in your clear coat from a rock isn't going to spread or get worse. You own a MINI. The front end is going to get rock chipped to death as the years go by. None of those chips will lead to clearcoat failure. If you're really concerned about this, get some touchup or even clear touchup that looks like nail polish, and put a dab on the tear and you'll be fine. Clean the tear with some rubbing alcohol first to clean it out. No need for a body shop or a detailer.

I'm wondering if the OP has a clear bra on their MINI? It sounds like possibly a rock has punctured it & water is getting behind it.
MM correct on the dangers of those high pressure car wash dealies. I've done the same thing. Ouch!
If a MINI has a sports package & a clear bra is it correct to refer to it as a sports bra? -
I don't think I have the clear bra, I know I didn't order it and I don't see the tell tale signs of it being on there.

In that case I think I'd be a little worried about the clear coat coming off. I wonder if taking a bit of clear & painting it on there to seal things up might help.
If you had clear bra on there you'd know. You could feel it in your wallet.
