Welcome to the coolest MINI fourm!
If you are low or out of coolant the car will throw that code. I would start there and check for leaks with the water pump and thermostat. If no low coolant, there could be an internal failure in your thermostat housing. These t-stats are a complete housing with the temp sensor included. The unit would most likely need to be replaced.

    Welcome to M/A

I've seen a picture of the thermostat housing looks like a Jarvik 7 artificial heart to me.

Thank all of you for the warm welcome .
the coolant is the proper level and I see no leaks anywhere is there a way to perform test on the electronics in the thermostat housing

By the way the radiator fan and comes on as soon as you start it and stays on for 10 or 15 minutes after you turn it off.
