It is part of the wiper motor. The nozzle shoots out of the rear wiper arm cap. There is a small nozzle that can get clogged with gunk

The cap that sits right on top of the arm as it comes out of the window has the little nozzle on it. You can actually pull off this cap if needed. It gets clogged up all the time, at least mine does. I just use a can of compressed air or a shot from my compressor to blow it out. You do want to be careful because there is a small o-ring that seals this part against the metal nozzle and it is easy to blow it out also. I just use a set of tweezers to get it out of the way before blowing it out.

I thought I looked over the wiper arm, but I guess I missed it.
Of course, until I get the wiper fixed, a working washer won't do me much good.
