I'd be wondering how all that soot was able to build up. Is the car running overly rich would be my first question.

Have you checked the spark plugs?

As to cleaning it up, beats me, sorry.

    Already done the claybar twice.

Plugs were the wrong plugs (MCS instead of MCSJCW) but that has been fixed.

Take it to a reputable painter and ask their advice. In many cases with paint imperfections, a color sanding and re-polishing may be the answer.

Use some paint friendly solvent. Works for me.

Try some 91% alcohol. Or use better clay. Might want to rub some light polish like Prima Swirl or even Prima Cut in by hand. That takes away a lot of stains in the paint.
