I dont think the LSD was available for the MCS untill 05. So more than likely your 03 Mini does not have a LSD unless the previous owner included it with aftermarket mods.
Chili package is a MINI UK thing. There is no Chili package in the US. We have premium and sports packages. All of them are just a collection of individual options.
Sent a e-mail to BMW MINI of Sterling,Va. as this was the original seller of my car and ask them to notify me of what was ordered new on my car so I would know. Also called Road Show MINI in Cordova,Tenn. to ask about reprogramming the key as the battery had been dead for who knows how long, was told I have to make a appt: to bring it in but found 2 different ways online on how to reprogram the key. But my car only came with 1 key and was told it would cost me around $190.00 + the trip to Cordova, Tenn.

As Salt plus 15 8-spoke alloy wheels and chrome bumper inserts
Chili package (available on MINI Cooper)
As Pepper plus KALEIDO cloth/leather upholstery with leather steering wheel and gear knob, driver and front passenger sport seats, sport Suspension Plus, 16 5-star alloy wheels, rear roof spoiler (only available on Chili pack)
From the research that I have been able to do the Chilli package on the '03 models was a U.K. option only but was basically the suspension that came on the S models with the Supercharger.
