I did some searching on here and am fairly sure I need to replace the pump. But I would like some confirmation of the symptoms if you all don't mind helping me.

    2010 Mini Clubman non-turbo. About 60k miles...

P2187 error code coming from an intermittent CEL. (Usually only when the fuel tank is less than 3/4 full and above 1/4 full. It turns off after fill up until the tank goes down a little and then off again when the tank starts to get empty (very strange to me). But sometimes it stays off for a while. Mini dealer has replaced some sensor twice at a very high cost and it still isn't fixed. (It's my GF's car so I don't know which sensor sadly).

More and more the car sputters pretty bad below 2200 rpm, once the revs get above that it smooths back out and drives fine.

Possible fixes from what I have gathered: Carbon Buildup cleaning, fuel filter replacement and HPFP replacement?

Any help or thoughts to add? I hate throwing parts at cars and want to do my due dilligence... Thank you all in advance and my apologies if this has been beaten to death!

The dealer could tell you if it needs a carbon blasting.
Also what fuel are you running? Please don't say the cheapest.

Since you don't have a stratified charged engine.... Probably not carbon buildup...

I could be wrong, but since you don't have the turbo, you may not have the HPFP with the N-12 engine...

The fuel filter does a great job of filtering the gas... They can get clogged especially if suspect gas has been used... A fuel line test can be performed to verify pressure and flow...

Always +93 octane. And good to know that it may not have a HPFP. I'm just getting to know this car so I can help her out with this. Any other thoughts on what it may be?

As stated; the N12 doesn't have a HPFP, but it does have a supply pump. It is not direct injection so fuel is still washing the valves (nix the carbon buildup).

I would start with checking for vacuum leaks, oxygen sensor operation, and proper MAF sensor operation. The P2187 code is for fuel system too lean at idle.

Plugs are actually due around 100k on the non turbo cars, but we see them failing around 45-60k miles.

If it is an issue of fuel level, I had one issue awhile ago with my old MKIV Jetta TDI where I would loose fuel pressure and the car would stall due to a small crack in the fuel feed line in the intank fuel pump, so any time the fuel dropped below the crack it began to suck air and caused an issue.

plugs have been changed. I actually checked for vacuum leaks in the engine bay and couldn't find any. I unplugged the pcv hose and plugged it back in along with the mass air plug and the sputtering went away for about a day then came right back. Really not sure what to do.

Maybe the mass air plug has a short in it, or one of its wires. I had a BMW that had a short in the crank position sensor. It drove me up a wall. Some times it worked some times not.
