Several years ago in Ottawa, at the National Gallery, our tax dollars went to pay for some artist to paint a 3-footwide vertical stripe on a wall. Over $1M Maybe MightStripes could've done the same thing for a lot less

Atleast in the US, a predetermined amount is set aside to support public art projects each year for the large cities. Among other sources of art funding, listed under "percent for art" here: Funding Sources for Public Art | Project for Public Spaces (PPS)
