I'm not sure on the boost numbers, there is also an overboost function for short periods.

As mentioned before, you are given a short burst of 12psi if you stomp the gas pedal all the way to the floor.

I have read that the recirc valve on the turbocharger (MINIs don't have a blow off valve) will dump pressure at 23 psi. This is also controlled by the ECU, but by then you are reaching the capacity of the stock turbocharger. Sustained pressures above 20 psi will cause piston and ring land damage. Even JCW MINI, with their slightly bigger turbocharger, reduce the compression ratio from The S's 10.5:1 to 10:1 to prevent overstressing the pistons. Builders, using hybrid turbochargers are using stronger aftermarket pistons and rods, not stock ones. I wouldn't set the boost any higher than 18 psi, just for engine life.
