They are not allowed to build reservoirs because it will flood some endangered sand. They can't build desalinization plants because ocean front property costs a bunch.
So you live in a desert and it burns. It's just choices.

Why can't Californians figure out that large ass blue ocean that runs from one end of the state to the other end can be used to put out fires? You don't have to use pure Evian to put out forest fires.
Fire does not care if the water has salt in it. -

Everything burns if it's hot enough. I could be wrong, there might be something that doesn't. Not fire proof but fire resistant. -
