That car was on NAM a few months ago... They came to the conclusion it was a fake, but the pic here is totally different angles... Might be legit?

Hong Kong would be the place to do this, as I suspect it would be a legal nightmare to do anything about it - I presume HK now uses the Chinese legal system, though I'm not sure if they retained some independence at handover.
Everywhere with an 'amenable' legal system, Rolls Royce are very aggressive about mis-use of their trademark, which includes the grille and Spirit of Ecstacy emblem. Nothing they can do if a private owner chooses to do this, ahem, 'enhancement' but any business selling this car would get legal action against them pretty quickly. RR may cultivate a sedate gentlemen's club image, but their legal department is not at all sedate. -

The top pic looks real. If it's a photoshop it's very good because the shadows and reflections are all correct.
