You could buy the tool - only about $30 bux, or you could try this.....bend one end of the circlip about 45* out, slip the circlip over the wheel cylinder (block it from the other side with a wedge of wood or something between it and the hub) then take a drift and tap the loose end in. Worked a treat for me.

Very nice! (looks like it's time to upgrade your heater and choke cables to shiny new ones to match the switches! :) )

yesterday i got the new fuse box installed!
    20160422_141951_zpsxs74ldod.jpg
used some heatshrink to seal up the end of the connector from the elements
    20160422_145215_zpsue7jvi2p.jpg
the new kit came with new crimpable terminals... and he was nice enough to throw in a crimp tool for them too!
    20160422_150238_zpswdpaaeb3.jpg
good weather tight connections...but putting some di-electric grease in there never hurt

    old vs new
    20160422_151931_zpslyif0aht.jpg
    half way there!
    20160422_160033_zpsh4d4cnur.jpg
    all done!
    20160422_162255_zpsrpka3e23.jpg
    and installed

ive noticed a quicker response time from the electrical systems and everything seems to be a bit more stable

Oh they are! And as far as I know nobody has ever attempted to use them on a Mini! They are LED, and brighter/cleaner than most HID lights, the Jeep guys love them!
