Do you still need a front license plate? Based on the picture looks like there was some other damage there so probably painting the bumper is best.

I did a quick search, looks like people are making them.. here is a like to the first place that came up

Yea - always hard, because you know that its going to get more chips. What some people have done that I know is drive it until the rock chips are bothering them.. paint it and immediately put a 3M clear braw on the front. Thats another option that will keep the chips (or help) from coming back.
