All good points but in the end ....follow the money. Lost revenues as a result of reduced air time will persuade the implementation of any non use agenda.

CHKMINI is right, IMHO. The carriers are not going to stand by and let this happen. Too much money to be lost and sadly, money drives everything.

John, you hit the nail right one the head. We do not need to "stiffen" the penalties, just simply "apply" them. "Life" in prison means just that. Lose your license, means gone forever. Period, no if, and's or buts, no way around it. If people feared the penalty, then they would respect the law. Most people think they can beat the rap some way, so they don't care.
