Hey, if they bolted the chairs down, what was the problem?

I would have said people riding in the trailer is enough to pull them over if it was the US, no idea what CR thinks about things like that.

How about no tags or lights on the trailer?

A neighbor has four boys, he had to take a pickup load of trash to the dump. With no rope to tie down his load, he strategically positioned his kids over the top of the trash to keep it in place.

I was walking the dog and saw a cop pull him over about a mile from home. The cop walked to the driver's side window and pointing to the boys with his thumb said matter of factly, "You can't do that."

I told my neighbor, I have rope and a tarp, I'll go get them. The cop stayed until I returned and he saw that the load was securely tied down. No ticket was issued.

Seat belts are not required around the world in every country.

Yeah, but Costa Rica is the most civilized and educated Central American country. They are a democracy. In fact, their army is, I believe, mostly made up of teachers. My high school Spanish teacher was in the army in Panama and told us that, when he retired from teaching, it was his dream to retire in Costa Rica, due to their emphasis on education.

Costa Rica doesn't have an army, they have a police force. It's probably why they have the oldest democracy in Latin America.

Maybe you are right...and maybe not. When I was in school, their army WAS all volunteer...and teachers, to boot. However, perhaps things have changed in the 50 years since then. The fact remains that they are a stable country in a sea of discontent.
