oh it is...they only track vessels near land and or territorial waters...once they are out in international waters there is no civilian way to track em
I think you can use this MarineTraffic vessels on Google Earth, in Real-Time in conjunction with Google Earth for real time tracking of any ship around the world.
thats the website i have been using but if you take a look there are a bunch of green boxes...those are the boxes that legally can be in the track zone... international maritime law limits tracking of vessels in open waters...only the military and govt org's i believe can fully track a vessel anywhere it goes
