    It looks like the fog light wiring to me.

    I don't think it is fog light wiring for several reasons:
    1. Fog lights are not prewired. If fog lights weren't installed at the factory, the car won't have the wiring either.
    2. The wiring is too short for that connector to plug into a fog light in the lower bumper.
    3. The electrical tape looks like a DIY job. Factory OEM wiring isn't wrapped like that.
    So I think it was something done by a previous owner. Is the other side missing this connector?

    Can you post a picture of your front turn signals ?

    Also do you have a plug going to your bumper side markers? Or do they work at all?

    Take a multimeter to it yet?
    If there is only one....I am guessing it might be the leftovers of an extra horn install...just a WAG...heck could be from some extra body lighting even....
    I would look around for the other end.....
