Looking at the parts blowup for the area at RealOEM.com BMW R56 Cooper S Mounting parts, I-panel, bottom. Then look at RealOEM.com BMW R56 Cooper S Switch unit steering column That does cover something but without a manual that's not yet available or pulling the cover to look it is a bit hard to tell.

My best guess was that it was for them to make the steering column power, and use that as the switch panel.

Yep, spot on. Here's mine: They are compulsory in Yurp (unless you have Xenons, when washing and automatic levelling is compulsory) and are meant to allow you to compensate for having passengers in the back. 95% of drivers don't know it exists. But it is a wonderful tool in daily use. With my headlight alignment altered (at the lights) by me, the three settings give me: 0 - down a bit and ideal for city traffic with no chance of inconveniencing anyone; 1 - set just right and ideal for safe driving on winding country roads; 2 - above a reasonable level, but perfect for motorways (interstates) where it allows me to not use main beam.
