I suspect it has something to do with weight. BMW is still working out the solution but something tells me it will involve adding weight somewhere.
The DIY kit might include some duct tape and some washers.
BMW initially argued with it, saying that they felt .17% was within a reasonable tolerance but in the end they went with the voluntary recall. -

Maybe MINI/BMW will add another couple inches to the new new MINI snout. That will add a pound or two.
