Step one is the strip off the old paint and prepare the surface to accept the powder coating. This means bead blasting or grit blasting until the wheel has a matte finish. Step two is to clean up the wheel with some alcohol and compressed air to remove the dust. Step three is to set the wheel up in the booth and apply an electric charge to attract the powder coating material, in this case polyester powder. The last step is to put the wheel in the oven and bake the paint for about 15 minutes at 300 F. The result is a tough, resilient finish that is very weather-resistant.

I imagine those are for much higher temps but it still leaves me wondering about poly powder cooked to 300 F.

As much as you hit the track, White is out.
It's a personal preference thing, but silver looks very classy on Blue; black really doesn't look so hot with blue and a white roof, but that's just me, plenty of people have done it so there is a fan club of it.
Thing is, if you're doing these custom, you could maybe do the lip in a different color--if you did the lip in the same blue as your car, and the rest of the wheel black, now that might look pretty slick, and tie the black in better. Don't know if you can do that with powder coating though.
I'd vote for plaid, but it wasn't an option.-

How about an anthracite color? I always thought glossy black didn't look good with blue, but a dark gray would be great. Same goes for clothes - dark blue and black don't go, but dark blue and charcoal are okay.

I agree with the anthracite suggestion or better yet gunmetal.
Restricted to those three options I'll vote for black but if it was me I'd make it matte or some other version of low gloss...same for the anthracite/gunmetal. If it has to be glossy then I'd change my vote to silver to avoid the never-quite-clean-enough white wheel syndrome. -
it's not THAT bad and white wheels look hot. 100% worth it. buy some P21S wheel cleaner. The end.
Even when dirty they look clean from a distance.
