Its like the Veyron, the key you start it with determines the tune in the ECU... The black key is limited to 500HP, and the red key unlocks full power (707 underestimated). Its really a smart system, but in this case the black key could have been limited to 200HP and this guy would have probably still wrapped it around the trees. (Just a side note; the dealer wont release the red key to the owner until after break in or the first oil change, so its safe to say this guy wasn't using the full power key.) Money can buy horsepower, but not the brains required to be able to use it!
