It looks like the inner tab was on top of the outer. Its fixed.Thanks everyone

Is there any slack available? If there is and you can't get the lock to release then the mechanism is probably stuck. Had this problem on an older car of mine and it took opening up the trim and lubing up the mechanism.
Extend and Retract - How Seatbelts Work -
Try unbolting it from the B pillar if you can to get a little slack in the belt. If that doesn't work, take the cover off the roller and see if the belt is twisted inside. One or two twists can really jam things.
