It's back again for me too on my iOS devices on my home network. Laptop/MacOS is issue-free.
Nathan, does which DNS server a person has in their router have anything to do with the problem we're dealing with here?
I'm now using 64.6.64.64, after using Google's 8.8.8.8 (and others) with no apparent change to the problem.
All seem to deliver the same annoying issue on the iOS devices while in my home, but no issues at all when I'm using iOS on Verizon's LTE signal. -

If you are still experiencing this issue can you perform a trace route and send us the results.
To Perform a Traceroute in Mac OS X
Launch Network Utility. ...
Click Traceroute.
Enter the domain name for which you want to perform a traceroute: ...
Click Trace.
Select the results, and then right-click and select Copy or press COMMAND+C to copy the text.
Paste the text into a text editor (TextEdit, etc.) and save the file.
To run traceroute on Windows:
Open the command prompt. Go to Start > Run. ...
In the command prompt, type: tracert hostname. ...
You may have to wait up to a minute or more for the test to complete. ...
Send us the complete results (every line) for analysis. -

iNet Tools app for iO/S. There is a free version that is ad supported.

This is a different issue, but noteworthy: Whenever I try to post anything with a link or URL of any kind in Safari on the iPad or a Mac, I get a blank screen when I hit "submit" or "preview" and I can't actually make the post.
Edited to add - same issue in Firefox on the iPad. -
The post is actually there, sometimes, the refresh showing you it is there is the issue. -
