Is this legal to download? -
Top Gear it's self recognizes FinalGear.com. Final Gear is an american site that has the files as bit torrents usually within a 1/2 hour after the end of the broadcast in the UK. The presenters and the shows producer have been known to mention Final Gear. All I'm doing is making it a little easier for those that are not fluent and/or comfortable with the torrent process.
Also, it is not given away totally free. One does have to register on this site to access this area. The area is specifically blocked to the major search engines with a disallow in a robots.txt.
If you are worried about someone coming after you, it would be long after they come after me. Believe you me, if a proper DCMA letter came via proper channels asking for the content to be removed it would be be gone in heartbeat. But since FinalGear does seem to have some sort of tacit approval as demonstrated by the BBC's in action, I'm not worried at this time. -

I asked because there's a site I check out called boingboing.net, it's a blog run by several geek journalists who also occasionally cover copyright laws, etc.
The whole copyright situation is getting very bizarre with secret laws being created with international cooperation, all directed by media corporations.
People r being sued by various law firms on all sorts of quasi-legal grounds. So even if something seems like it should be okay, you might want to confirm it.
There have even been attempts to prohibit simple link sharing to other sites on "copyright" grounds. Lately it's getting very tricky to navigate these waters.
