Well....
You can't change the battery (non serviceable item)...
So they must be trying to get you for new sealing washers where the nipple goes through the wheel... The only other pieces are the Schrader valve and the cap and probably some labor...
Rebuilt at every tire change.... Absolutely not...
Do you always get new valve stems with your non-TPMS wheels???? Probably not...
The TPMS batteries start going bad after around 6-7 years maybe...

I'd say they most likely don't need to be rebuilt. The only things they are rebuilding is a new valve & an o ring seal.

Likely not necessary. I used to be told, "state law requires..." this service kit, but I haven't found that (for Missouri).
I've changed tire shops since...it's not been mentioned on my last 4-5 tire mounts here.
As others have said: sealing o-rings and maybe the Schrader valve are the only wear/age items. New'ish shouldn't require changing.
