Thanks everyone for sticking with me on this long road. The frustrating part is not knowing exactly what the issue was.
I believe the main problem was the fuel and the 4 hour long drive at high RPM. I believe the old battery ruined the alternator/kill switch which also destroyed the pulley rubbers. I think putting on the shorter V belt was the last nail in the coffin to throw the pulley off balance. All of these issues happened at once causing one big issue.
The good thing is the engine runs better than before! and I learned a lot, drank a lot and laughed a lot!

Actually I did look at Mexico 2016 last year but with the engine issue I ran out of time and funds. Now I'm waiting for 2016 to start, I even bought more Holey rims just in case.

The crank sensor and key arrived today so I'm confident the fault will be fixed. What I have noticed is the engine shuts off for a split second once in a while so I hope that is the duff key.

I had a spare one so I changed that. actually this is the second filter in 4000miles. Also the tools to adjust the springs seats on a coilover work great to pull apart the filter housing.

Chris, earlier you said that the only thing you did was fill up with gas and then overnight it developed a problem. Did it rain that night? Could it be a corroded ground point or at some other point? Just guessing...

I can't imagine the throttle pedal has anything to do with it.

Sounds like clutch needs to be bled.
The ONLY thing that has anything to do with engine performance being "different" at different RPMs is the ECU. Now, it interprets various inputs to decide what it wants to do. But there's really no such thing as something like one O2 sensor controlling part of the RPM band and the other controlling the other. It doesn't work that way. The most likely condition is that a sensor (like the MAP) is sending an inconsistent signal through a portion of its operating range. So under some conditions it's sending what the ECU would expect, but other times it isn't. This type of condition is usually what causes symptoms that vary according to RPM, load, etc. (I just used MAP as an example. I'm not saying that's your problem here, though it could be).
Very difficult to diagnose if you're not getting a code that a sensor is out of range.-

What's interesting is searching P0313 on the net I find folks with similar issues as me but no one pin pointed the problem and like you say with no codes to guide us it is difficult to pin point the problem. It's not raining so i'll pull the 02 sensors tonight and look for the spare MAP. We can fix it!

Test Spark Plug Wires
I was trying to find the resistance for the MINI, but I can't locate it and ours is out getting body work done. Basically just test for consistency. Honestly the OEM wires in MINIs are really good. if you need to replace them.-

I took a look in the intake, there is black tar just around the intake ports on the head and the plastic intake is wet with some sticky stuff. The ports leading up to the valves have patches of brown film that also coats the valves. I can see the aluminium head in places but mostly the ports are covered in a brown film. I suppose it would not harm to try to clean out the ports.....any suggestions? Remember I'm in CR..LOL
Total have been in contact so I'm going the push for a complete fuel system replacement. Pump, filter, injectors, 02 sensors, plugs .-

no luck this time. The Mini 1 driver 0
It is so frustrating as the engine runs perfect at 900rpm and at 4000rpm and up. I can blip the throttle no problem but at any constant rpm between 1500 to 3500 the fault happens. I should set the idle at 4000rpm and drive like that LOL-
