A bunch of the big brands have a discount alternative. ASA licenses BBS's quality control and manufacturing methods, but they cast their wheels (instead of forge) and they're built in South Korea instead of Germany. I believe MSW has a similar arrangement with OZ Racing, and Kosei has a few different price points. Konig has some light & cheap wheels, too.

Or just buy used. Most people in the euro scene only run wheels a year before moving onto new ones.

Most track/autox guys do the same in a hunt for wider or lighter setups between new seasons or simply due to the stress/damage put on by countless track days each year.
Very few people I know run the same wheels for more than 2 years. Show or Performance, we all like changing things on our cars and wheels are bound to go up for sale a year or two after being purchased. -

Pros of stretch:
-Ability to fit wider wheels without clearance issues. (IE the ability to fit 16x9's on a MINI without rubbing)
-Stiffer sidewall means less sidewall roll and a crisper steering feel
-Aesthetics (for some)
Cons:
-Stretching the tire stiffens the sidewall which means a stiffer ride
-Great chance of curbing the wheel with less tire shoulder to protect it(if you're the type to drive your car into sidewalks.)
-Ugly (for some)
Safety:
-As is true of ANY tire, you should be sure to check the pressure regularly as it's unsafe to run on a low pressure tire.
As to how far you can go, it depends on the tire and how much stretch you want. I've seen 195's on 9.5's...but that's an extreme scenario. I generally run 205's on 7.5-8.5 (and sometimes 9's), 215's on 9-10's. -
