So i bought the outmotoring brackets and hella driving lights for my mini. i want to know if anyone has just spliced into the existing fog light toggle that is already in the car. it tells me for legal reasons that i have to splice into the high beam to make this work, but i want to be able to turn them on when ever. would it work?

I would be afraid to do that. The BCM may not like the extra draw you put on it. BCM is not a cheap part if you damage it.

Wiring up the lights using the Hella harness is not a difficult job. I would use the high beam to trigger the relay. Much easier to flip the dimmer to go low beam & off on the driving lights. Rather than flip separate switch for the Hella's & hit the dimmer.

I had a separate switch for my fog lights it was a pain. I'm going to use the high beams to turn them on.

Not off hand I installed mine 9 years ago. I found it by using a circuit tester, if I can do this anyone can. Check the wires that are on the back of the high beam connector at the light. Once you find the right one, carefully cut back the wrapping & splice off of that wire. When done wrap everything back up.

Yeah all bright aux lights say they have to be wired to the High Beams for "legal reasons" but the really does not mean you must.

They are just covering themselves by telling you for "legal reasons".

Just seemed like common sense to do it that way. Whether it was legal or not played no part in my decision. One of the few common sense decisions I've ever made.
