Yes, absolutely, and slowing down the cars who would have liked to use that ground. I assume the shake-down is not marshalled as well as the rally proper.
I'd say the marshaling there was non-existent. If you look closely you can see a sign that says No Public or some such. Stupidity knows no bounds. ut: I'm all for free range rally spectating, but they were nuts.
It has always been my policy to only watch rallies when I am standing next to/behind a tree I consider strong enough to stop any rally car. You can also sidle behind the tree as the car goes past to avoid being sprayed with gravel, which hurts.

Trees are good. I took a shot to the lens once. Not fun at all, lucky for me the filter gave it's life to save the lenses & my face.
