It's the official promoter trying to improve the show for some reason. I think it's like those short arena stages designed to attract a concentration of spectators. The drivers tend to think of them as annoying delays to real rallying.
Not sure who the promoter is thinking this strange top-10 shootout will improve the show for. Maybe they think it will be so exciting it will cause an increase in live coverage?
If I had to guess, I'd say they think that by the final day it sometimes looks like unless the leader suffers a mishap the rally is already over so people lose interest. Even if the leader has a 2min gap the rally isn't over if he still has to face the #2 in a final stage shootout. The guy in 3rd won't back off because he knows all he has to do is overtake the guy in 2nd and suddenly he has a shootout chance to win the rally. Etc.
I'm trying to explain, not justify. Personally, I'm not a fan of the idea. Too artificial.

So at that point the leader going into the final day is assured of at least second place. I see a lot of sand bagging later in the season. Say one drive has a good lead in the points. The last few rallies if he's in 1st or 3rd or 5th, he can only lose one position and the other drivers could only gain one position at most in the last few events.

Yea not sure. Now you could have a leader make a mistake on the final day and drop a few positions. Rally is about pushing as hard as you can with out going over the limit. Under these rules you may have drivers gaming it the first two days because the last day carries the most weight.
But I could be wrong. -

Yah the rally-cross is a whole different stage. It's kinda fun to watch but certainly not the real cross country event as originally founded. Hopefully they won't go down the path the Indy cars did a few years back.... That would be a travesty.
